PROBLEM TO BE SOLVED: To provide a method for manufacturing a charging member which suppresses sticking of a toner or the like on its surface. SOLUTION: The method for manufacturing a charging member includes: (A) a process for forming a layer of a mixture on a core metal, wherein the mixture contains at least one raw material rubber selected from the group including polyisoprene, polybutadiene, styrene-butadiene copolymer, ethylene-propylene copolymer, butyl rubber, nitril rubber, hydrin rubber, chloroprene rubber, acrylic rubber, urethane rubber and fluororubber, and silsesquioxane; (B) a process for bleeding the silsesquioxane in the layer of the mixture to the surface of the layer of the mixture; and (C) a process for curing the silsesquioxane, bled to the surface of the layer of the mixture.
