PROBLEM TO BE SOLVED: To provide a cosmetic composition enabling combinedly using a maltooligosaccharide and a hardly-water-soluble active ingredient, stably storable without depositing the maltooligosaccharide, and having itch-suppressive effect and excellent hair-growing effects on male-pattern alopecia and stress-derived alopecia. SOLUTION: The cosmetic composition at least includes: (A) an active ingredient; (B) a maltooligosaccharide; (C) at least either one of an alkyl ether having a given average addition number of moles of POE and an alkyl ether having each given average addition number of moles of POE and POP; (D) a dibasic acid diester; and a given content of (E) ethanol.
