PURPOSE: An apparatus for manufacturing sterilized and electrolyzed water, and a system and a method for manufacturing the sterilized and electrolyzed water using the same are provided to prevent the waste of electrolyzed products by increasing the mixing degree of raw water. CONSTITUTION: A reactor includes a cathode and an anode to generate electrolyzed products based on electrolysis reaction. A raw water inlet(131) receives raw water. A discharging part(132) discharges sterilized and electrolyzed water in which the raw water and the electrolyzed products are mixed. A mixing part includes the raw water inlet and the discharging part. A rotating unit is installed in the mixing part and rotates by the raw water which is introduced through the raw water inlet.
