PURPOSE: A catalyst composite for oxidizing volatile organic compounds and a method for manufacturing the same are provided to effectively oxidize and eliminate several kinds of volatile organic compounds. CONSTITUTION: A core includes noble metal. A shell is formed on the external side of the core layer and includes ceramic oxides. The noble metal is selected from a group including Pt, Pd, Ru, Rh, and Ir. Noble metal nano particle core is formed busing a noble metal precursor and a capping agent. The shell is formed by encapsulating the noble metal nano particle core based on the ceramic oxides. The ceramic oxides are one or more selected from a group including SiO_2, TiO_2, ZrO_2, and Al_2O_3.
