PROBLEM TO BE SOLVED: To prevent deterioration of visibility due to wires for applying voltage to an electrode even if the electrode to which voltage is applied for displaying information is isolated like an island. SOLUTION: A dummy electrode 14 whose formation height on a base material 13 is higher than the formation height of wires 12a, 12b on the base material 13 is formed along the wires 12a, 12b on both sides of the wires 12a, 12b formed on the base material 13 for applying voltage to display electrodes 11a, 11b.
