PURPOSE: An image forming apparatus and image concentration control method are provided to control the rotation speed of a mixer based on measurement value of a toner concentration sensor. CONSTITUTION: A toner supply unit(5) supplies a toner to a receiving unit(4). A mixer(3) supplies a developer of the receiving unit to a developing roller(1). A developer sensor measures the amount of the developer. A toner concentration sensor(95) measures the concentration of toner. A control unit uniformly controls the rotating speed of the mixer.
