<P>PROBLEM TO BE SOLVED: To provide a photo-sensitive gene expression regulation system enabling down-regulation of its activity by photoradiation. <P>SOLUTION: There are disclosed: a first polynucleotide encoding a first fusion protein that encodes at least one amino acid sequence in the polypeptides such as Cry4 protein, and is linked to either a DNA-binding domain or a transcription-activating domain; a second polynucleotide encoding a second fusion protein that encodes at least one amino acid sequence of polypeptides interacting with polypeptides such as Cry4 protein under dark conditions and is linked to either a transcription-activating domain or a DNA-binding domain; and a polynucleotide specifically binding to the DNA-binding domain.
