PROBLEM TO BE SOLVED: To provide a pulse generator, along with a pulse generation method, in which the startup voltage of a pulse can be arbitrarily set. SOLUTION: In a standard pulse generator, a charging power supply 11, a capacitor 12 and a mercury relay 13 are connected. The capacitor 12 is configured by connecting, in parallel, a plurality of capacitors having frequency-impedance characteristics being different from one another, respectively. The mercury relay 13 is connected to an oscilloscope 14. A power supply 15 is connected through a resistor R4 to a pulse output section.
