PROBLEM TO BE SOLVED: To provide a perpendicular magnetic recording medium including an underlayer which achieves the originally intended goal of promotion of fining and isolating magnetic particles, without incurring corrosion of the underlayer. SOLUTION: Configuration of the perpendicular magnetic recording medium 100 is equipped, on a substrate 110, at least with: the magnetic recording layer 122 to record a signal; the underlayer 118 provided underneath the magnetic recording layer; a nonmagnetic layer 116 to control crystal orientation of the underlayer; and a soft magnetic layer 114 provided underneath the nonmagnetic layer. The underlayer 118 is configured of three layers of: a first underlayer 118a and a second underlayer 118b including ruthenium; and a third underlayer 118c including a metal, in this order from the lower side, and gas pressure in film deposition with sputtering is the highest in the second underlayer 118b among the three layers.
