PROBLEM TO BE SOLVED: To provide a flat belt tester for a tire allowing the dynamic characteristics of the tire to be accurately measured with an actual road surface accurately and pseudoly reproduced, and a tire tester. SOLUTION: This flat belt tester includes: a pair of drums disposed a prescribed distance apart, parallel to each other, and horizontally; an annular flat belt looped over the pair of drums; a plurality of support rollers extended widthwise of the flat belt, disposed in the extending direction of the flat belt, and contacting with an upside inner circumferential surface of the flat belt; a drive means for driving at least one of the pair of drums; and vibration exciters for vibrating the support rollers.
