<p><P>PROBLEM TO BE SOLVED: To provide a seat belt device reducing unsuitable restraint for an occupant. <P>SOLUTION: A retractor 10 is capable of drawing in/out webbing W, and has a lock mechanism operating so that the webbing W may be difficult to be drawn out based on a prescribed traveling state value of a vehicle. A traveling state value detection means outputs the traveling state value. A decision means 14 decides the operation of the lock mechanism by an input of the traveling state value.
