<P>PROBLEM TO BE SOLVED: To make even an end user who utilizes, for example, a command board or a driver's cabin telephone set easily utilize a pseudo exchange device for a train radio system. <P>SOLUTION: A pseudo exchange device 24 for a train radio system is provided in a train radio system 1 which is an object to be evaluated. The pseudo exchange device includes: a pseudo exchange means for performing the pseudo operation of an exchange device 52 in the other train radio system 2 which is different from the train radio system that is the object to be evaluated; and a pseudo terminal means 31 for performing pseudo operations of terminal devices 42 and 53 of the other train radio system.
