A heat exchanger (640) in the provided reformer (620) has cylindrical first (642A) through third (642C) cylindrical members with differing diameters. Said heat exchanger has one of the following triple-tube structures: the space between the outer surface of the first cylindrical member (642A) and the inner surface of the second cylindrical member (642B) connects to an input gas inlet of the reformer (620), with an input gas flowing through said space, and the space between the outer surface of the second cylindrical member (642B) and the inner surface of the third cylindrical member (642C) connects to a reformed gas outlet of the reformer (620), with a reformed gas flowing through said space; or, the space between the outer surface of the first cylindrical member (642A) and the inner surface of the second cylindrical member (642B) connects to the input gas inlet of the reformer (620), with the reformed gas flowing through said space, and the space between the outer surface of the second cylindrical member (642B) and the inner surface of the third cylindrical member (642C) connects to the reformed gas outlet of the reformer (620), with the input gas flowing through said space.
