PURPOSE: A mobile communications systems is provided to offer a successive reception service about a terminal of place-registering MME in case a failure generates in a MME(Mobility Management Entity). CONSTITUTION: Each of the MME(110a, 110b) provides an incoming call service about a user terminal. The incoming signal service includes a service that grasps a location of the user terminal by performing a paging when a service that administers the location of the user terminal and an incoming signal of the user terminal is detected. A GMME(Global MME)(114) senses whether failure in the MME. In case failure generates in the MME, the GMME provides the incoming signal service to the user terminal by replacing the MME.
