摘要 <P>PROBLEM TO BE SOLVED: To solve the problems that sufficient encoding efficiency can not be obtained in comparison with the case of a natural image if continuity is not maintained between adjacent blocks in a multiple harmony local cosine transformation method and that a decoding side can not correctly reproduce discontinuity between adjacent blocks if an encoding amount is reduced during encoding. <P>SOLUTION: A multiple harmony local orthogonal transformer 121 generates such approximate DCT coefficient information to satisfy a Poisson equation that defines inclination of DCT coefficient information in a boundary between a block of an encoding object and another adjacent block as a boundary condition to an estimation signal in the block of the encoding object by using DCT coefficient information acquired from an orthogonal transformer 103, and subsequently generates residual DCT coefficient information obtained by offsetting the inclination by taking a difference between the DCT coefficient information and the generated approximate DCT coefficient information. Since the residual DCT coefficient information is sufficiently suppressed in a high frequency component area in comparison with the DCT coefficient information, the residual DCT coefficient information improves encoding efficiency. <P>COPYRIGHT: (C)2008,JPO&INPIT
