PURPOSE: A semiconductor integrated circuit device is provided to layout a flip flop cell by automatically arranging and wiring with the replacement of a flip flop cell with a non volatile flip flop cell. CONSTITUTION: A logic circuit block includes a plurality of the logic circuits(INV,NOR,NAND,EOR) connected with a plurality of flip flops(NVFF). A circuit for generating clocks generates the clock signal supplied to a logic circuit block. A first latch circuit connects the circuit for generating clocks with an output node. The input node of a second latch circuit is connected with the input node or the output node of the first latch circuit. A transmission gate is arranged between the input node of the flip flop and the input node of the first latch circuit. The power line of low electric potential is a virtual power source line(VSSM).
