A moving picture decoding device comprises a two-dimensional area information decoding section (1103) for decoding two-dimensional area information indicating a two-dimensional area which includes a plurality of blocks including a plurality of pixels, the motion vectors of all the blocks included in the two-dimensional area being same as the motion vector of a reference block serving as a block which is decoded at first in the two-dimensional area, a motion vector decoding section (1104) for decoding the motion vector only of the reference block in the two-dimensional area and further decoding a motion vector of a block to be decoded, which is not included in the two-dimensional area, a setting section (1107) for setting the two-dimensional area with reference to the two-dimensional area information, and a generating section (1110) for performing motion compensation to the blocks in the two-dimensional area using only the motion vector of the reference block to generate prediction pictures with reference to the two-dimensional area set by the setting section therein.
