<p>Provided is an optical disc device that, without using a special device in a factory or a high-output laser light source, can add an append mark by changing the reflectance of a reflective film formed on top of pits and lands. Also provided are an optical-disc control method and an integrated circuit. When reading pits and lands, a data-reading control unit (103) sets a disc rotation speed switching unit (108) with a first rotation speed and sets a laser power switching unit (107) with a first laser power. When adding an append mark, a mark-recording control unit (104) sets the disc rotation speed switching unit (108) with a second rotation speed that is slower than the first rotation speed and also slower than a minimum rotation speed at which the pits and lands can be read.
