PROBLEM TO BE SOLVED: To provide a light-emitting device capable of lengthening a product life by controlling a brightness change caused by a characteristic deterioration of a light-emitting element without enlarging any device scale and by a simple operational control, an exposure device applying the light-emitting device, and an image forming device equipped with the exposure device. SOLUTION: In an organic EL element OEL, EL element forming regions for one dot are divided by a partition layer 15, and a thin film light-emitting section 16a and a thick film light-emitting section 16b with different total thicknesses are provided in each region. These thin film light-emitting section 16a and thick film light-emitting section 16b are constituted to interpose in parallel between common anode electrode 13 and cathode electrode 17. A drive current generated by a simple light-emitting drive circuit DC is supplied to organic EL light-emitting sections OELa, OELb connected in parallel, and the organic EL light-emitting sections OELa, OELb are simultaneously light-emitted.
