PROBLEM TO BE SOLVED: To provide a PDP with high reliability that prevents a protective layer and a phosphor restrained from degradation by fully removing moisture, and impurity gas such as hydrocarbon. SOLUTION: The PDP is provided with a front substrate 11 with a plurality of display electrode pairs 14, dielectric layers 15 and protective layers 16 formed, a back substrate 17 with a plurality of data electrodes 18, base dielectric layers 19, barrier ribs 22 and phosphor layers 23 formed, with the front substrate 11 and the back substrate 17 set in opposition with the surroundings sealed so as the display electrode pairs 14 and the data electrodes 18 to cross each other.
