PURPOSE: A date encoding method and device and a date decoding method and device are provided to generate a second encoding data by dividing a first encoding data in which the input data is encoded, into segments and mixing the segments and dummy data. CONSTITUTION: A first generation unit(110) generates first encrypted data by encoding input data. A dividing unit(120) divides the first encoding data into segments. A second generation unit(130) generates a second encoding data by mixing the segments and dummy data. An acquisition unit acquires the second encoding data. An extracting unit extracts the segments from the second encoding data. An generating unit generates first encoding data by mixing the segments. A decoding unit decodes the first encoding data.
