PROBLEM TO BE SOLVED: To provide a plant supervisory control system and remote supervisory control apparatus in which, even if any failure occurs in the remote supervisory and control apparatus, easy replacement with substitutive one is allowed and reliability is maintained. SOLUTION: When an operating key K is mounted in a lock 22K, the operating key K designating identification information for a remote supervisory control apparatus 2 and the type and sequence of supervisory and control in a specific physical form, the remote supervisory control apparatus 2 switches a connection destination of a switch 222 from a COM I/F 21 to a program selector 221 of the lock 22K, the lock 22K outputs from the program selector 221 to a PLC 24 selection information of a program for implementing the sequence designated from the form of the operating key K, and the PLC 24 implements supervisory and control of the designated type and sequence.
