PURPOSE: An image encoding apparatus and method, a transform encoding apparatus and method used in the same, a transform base generator and method and an image decoding apparatus and method are provided to adaptively create a transform base for a specific encoding unit and transform and encode an intra prediction error. CONSTITUTION: An intra prediction error aggregation unit(610) concentrates the prediction error of blocks having the same intra prediction mode. A transform base generator(620) creates a transform base for each intra prediction mode. An intra prediction unit(630) predicts the pixel value of a current pixel. The intra prediction unit creates the prediction error. A transforming and encoding unit(640) transforms and encodes the prediction error with the transform base.
