PROBLEM TO BE SOLVED: To provide a technique for further improving coincidence of reproduction timing of contents in a plurality of receiving terminals. SOLUTION: A generation part 30 generates information concerned with a period required up to start of reproduction of content data by a receiving device 20 in which the content data are stored, and generates a packet signal including the generated information. A transmission part 36 transmits the generated packet signal. The transmission part 36 transmits packet signals a plurality of times until the receiving device 20 starts the reproduction of the content data. The generation part 30 controls a value of a period included in each packet signal according to the transmission timing of each of packet signals transmitted the plurality of times.
