PROBLEM TO BE SOLVED: To more accurately determine colors required for image formation, and appropriately suppress image formation using unneeded toner. SOLUTION: The image forming apparatus 1 includes: a halftone image-processing part 64 to determine according to colors, a pulse width value corresponding to each of pixels based on image data; a pixel count part 65 to determine the presence or absence of dot formation based on the pulse width value corresponding to a pixel as a determination object, and a pulse width value corresponding to a pixel adjacent to the dot of the pixel as the determination object, and formed just before or just after the pixel as the determination object, with respect to the pulse width value corresponding to each of the pixels; and a CPU 52 to change colors and the number of colors used for the image formation based on the determination result by the pixel count part 65.
