PROBLEM TO BE SOLVED: To provide a hydrogen storage alloy electrode of which the discharge capacity is not deteriorated, and also, which has excellent charging-discharging cycle performance and charging receiving performance upon rapid charging, and to provide a nickel-hydrogen storage battery. SOLUTION: As the active substance of a hydrogen storage alloy electrode, hydrogen storage alloy powder 1 has a CaCu5 type crystal structure and is composed of MmMgNiCoMnAl (Mm denotes misch metal), wherein a fine segregated phase comprising an MgNiCoMnAl alloy phase is present in a dispersed condition at least inside the hydrogen storage alloy powder, is applied. Further, hydrogen storage alloy powder provided with a surface layer 3 made of an alloy of Ni and Co on the surface of the hydrogen storage alloy powder is preferably applied.
