PROBLEM TO BE SOLVED: To provide a communication control apparatus in which only one direction of incoming direction and outgoing direction can be switched to a different radio IP network, when using a plurality of radio IP networks, and to provide a radio communication apparatus, communication control method, and a radio communication method. SOLUTION: On the basis of obtained incoming direction communication quality, a switching server 100 determines whether to switch the incoming direction from "via a radio IP network 10A" to "via a radio IP network 10B". Furthermore, when it is determined to switch the incoming direction to "via the radio IP network 10B", the switching server 100 transmits to an MN 300 an incoming direction switching instruction for instructing switching to "via the radio IP network 10B".
