PURPOSE: A composition containing baicalin is provided to specifically enhance KLF2 expression and to be used in anti-angiogenesis or anti-blood clotting. CONSTITUTION: A composition for promoting KLF2(Kruppel-Like Factor 2) expression contains baicalin as an active ingredient. A composition for suppressing angiogenesis or thrombosis contains baicalin 1 as an active ingredient. The composition is a pharmaceutical composition or functional food composition. The baicalin compound is isolated and purified from Scutellariae Radix roots. The Scutellariae Radix root extract is isolated using water, anhydrous or hydrous low alcohol of C1-C4, acetone, ethyl acetate, butyl acetate, or 1,3-butylene glycol.
