PURPOSE: A video coding method and apparatus by using a tool set are provided to reduce the bit quantity for encoding the additional information for indicating a selected encoding type. CONSTITUTION: Plural image encoders(120-150) encode the image of encoding unit according to plural encoding types, and an encoding type selector(160) selects one from the plural encoding types. Based on the encoding costs for a selection frequency of encoding type and/or the selected encoding type, an encoding tool set manager(110) updates the encoding tool set by determining the update of the encoding tool set.
