PROBLEM TO BE SOLVED: To reduce a degradation in performance of a vibration control device at the time of the maximum deformation of a frame. SOLUTION: The vibration control device 10 is provided with a damper which has two characteristics of a viscous-type damper 14 and a hysteresis-type damper 16. Since the viscous-type damper 14 depends on speed, its vibration reducing force F reaches its peak at the origin (the interlayer displacement amountδ=0) where the repetitive horizontal deformation speed of the frame 12 shows maximum value, and becomes zero at the quiescent point (the interlayer displacement amountδ=±δ<SB>1</SB>) where the horizontal deformation direction of the frame 12 becomes opposite. On the other hand, since the hysteresis-type damper 16 depends on the amount of deformation, its vibration reducing force F becomes small at the origin (δ=0), and reaches its peak at the quiescent point (the interlayer displacement amountδ=±δ<SB>2</SB>) where the interlayer displacement amount of the frame 12 shows maximum value.
