PROBLEM TO BE SOLVED: To provide enough service to an IP telephone set while suppressing resource cost of a media server. SOLUTION: In a telephone system in which a plurality of nodes, each of which includes the media server and an IP exchange, are connected with each other through a dedicated line network 100 that is a communication network, an exchange apparatus includes a means for obtaining a remaining resource amount of the media server in the node. Control in which when a call is generated between the nodes through the dedicated line network 100, if the media server in a call destination node has the remaining resource, a tone signal is transmitted from the resource of the media server in the destination node to a telephone terminal of a transmission source is performed.
