PROBLEM TO BE SOLVED: To provide a combustion improvement system for internal combustion engines and a combustion improving method for internal combustion engines considerably reducing CO<SB>2</SB>while avoiding dead battery in a vehicle. SOLUTION: In the combustion improvement system for internal combustion engines, a switching element 38 is provided between an electrolytic cell 36 and an on-vehicle battery 30 and the switching element 38 is on/off-controlled with PWM pulses of a duty ratio variably controlled by a control unit 40 according to an electrolysis permissible voltage of the on-vehicle voltage 30 to variably control a supply amount of combustion promoting gas added to a combustion chamber 16 of the internal combustion engine 12 from the electrolytic cell 36 and composed of hydrogen and oxygen gas, so that the complete combustion of hydrocarbon fuel is improved to reduce emission of toxic gas components and CO<SB>2</SB>.
