<P>PROBLEM TO BE SOLVED: To provide a base band unit that ensures start-up of a mobile communication system when a distributed base station is in normal operation, and to provide a base station system using the base band unit. <P>SOLUTION: When there is a port whose status becomes "down" when a mobile communication system is started, a monitoring controller 115 switches over at least one of switch parts 111-1 and 111-2, MAC processors 112-1 to 112-k, and switch parts 113-1 and 113-2, depending on the situation. In addition, when an abnormal signal is output from a MAC processor at the start-up of the mobile communication system, the monitoring controller 115 drives the MAC processor not in operation in place of the MAC processor that has issued the abnormal signal. Further, the monitoring controller 115 monitors whether the port of the component is started normally when the system is started up.
