PROBLEM TO BE SOLVED: To provide a mechanism which enables contacted person to call back by telephone even when the contacting side does not know an emergency contact address of the contacted partner. SOLUTION: A processing unit 101a is provided with: a contact request reception unit 101a-1 which receives a contact request from a contact requesting terminal; an emergency contact address list display unit 101a-2 which refers an emergency address list which is created based on at least either individual identification information or affiliation information of organization configuration data; a contact request detection unit 101a-3 which detects a contact request based on a selection operation of the individual identification information or the affiliation information of the emergency contact address list; a contact address information search unit 101a-4 which searches contact address information of the individual terminal corresponding to the individual identification information or affiliation information subjected to the selection operation; and a contact processing unit 101a-5 which makes contact based on the contact address information of the searched contact address terminal.
