<P>PROBLEM TO BE SOLVED: To provide an image processing apparatus configured to have a plurality of control units that can suppress the limitation to executable functions when some of the control units perform control, and also to provide a program for the same. <P>SOLUTION: The image processing apparatus 30 includes an operating unit 39 that operates to execute functions and a plurality of control units 31, 32, each at least having an operation processing element and configured to control the operating unit. The plurality of control units 31, 32 can selectively execute a first control mode and a second control mode. When the first control mode is selected, the control units 31, 32 control the operating unit in cooperation with each other.
