PROBLEM TO BE SOLVED: To provide a hydraulic controller for a hydraulic working machine capable of increasing a pressure of a tank circuit when being required without having a special valve device, capable of improving make-up performance, and capable of preventing cavitation. SOLUTION: A controller 70 controls so that capacity of a first hydraulic pump 2 is increased as the manipulated variable of an operation device 52 is increased when the operation device 52 is operated to a bucket crowd direction based on a detection signal of a pressure sensor 62a and a rotating speed sensor 68, and controls so that the capacity of the first hydraulic pump 2 is increased as the manipulated variable of the operation device 52 is increased and/or the capacity of the first hydraulic pump 2 is increased as the engine rotating speed is decreased when the engine rotating speed of an engine 1 is equal to or less than a first prescribed rotating speed N1.
