<p>The device for shifting phases of millimeter- or microwave range by a waveguide, whose cross-section has different dielectrics (103). The waveguide cross-section has a further dielectric over the total surface. The waveguide cross-section has 20% of liquid crystal (102) in the direction vertical to electric field, and 95% of liquid crystal in the direction parallel to electric field. The waveguide cross-section has liquid crystal areas parallel and/or vertical to the wave fronts. The dielectric comprises liquid crystal, plastic, glass and/or ceramics.
