Spinner comprises waveguide and striker acting thereon and coupled with mechanical pulse generator. Note here that said waveguide is made up of spinning ring embracing the billet and having inner rounded working surface and needled part made up of metal wire frieze bundles that allows adjusting stiffness, and with ID smaller than that of said rounded working surface by double interference.
