Disclosed is an image processor and image processing method that can improve the processing capability per unit time for image decoding and encoding. A coefficients line rearranging unit (104) rearranges the sequence of a coefficients line into an encoding sequence differing from an inverse wavelet transformation sequence and the transmission sequence used when performing transmission and that allows a rate controller (109) to estimate the difficulty of encoding more quickly. A code line rearranging unit (108) rearranges the sequence of the code line into a transmission sequence which differs from an inverse wavelet transformation sequence and which can improve the resistance of the possible transmission rate to volatility. The processor could have an application as an image processor.
