PROBLEM TO BE SOLVED: To provide a processing apparatus that solves a problem of an increase of a network load. SOLUTION: A requesting unit 201 transmits a participation request for participation in a load distribution system at the start of the processing apparatus as an acquisition request to acquire assigned side information indicating a processing apparatus that is a side assigned with information processing. A receiving unit 202 receives the assigned side information matching the acquisition request sent by the requesting unit 201. A measuring unit 203 measures the load of one's own processing apparatus. Based on the load measured by the measuring unit 203, a control unit 204 determines whether the information processing should be executed by the one's own processing apparatus or assigned to the other processing apparatus. If the control unit 204 determines that the information processing should be assigned to another processing apparatus, a transmission unit 205 transmits a process request for execution at the information processing apparatus to the processing apparatus indicated by the assigned side information received by the receiving unit 202.
