The present invention provides a True Video On Demand (TVOD) service management method and device for solving the problem that TVOD services cannot be managed or controlled in the prior art. The technical solution of the present invention includes: receiving a Video-On-Demand request for a multimedia program from a subscriber, and performing authentication on the subscriber according to the stored subscription information; after passing the authentication of the subscriber and determining that the recording of the multimedia program which the subscriber requests to order has been finished, providing the subscriber with the multimedia program. By performing authentication on subscribers, the present invention implements an effective management on the authorities that the subscribers can use TVOD services, and after determining that the recording of the multimedia program which the subscriber requests to order has been finished and passing the authentication, provides the subscriber with the multimedia program, thereby improving the success ratio of providing subscribers with services.
