PROBLEM TO BE SOLVED: To solve the problem of how a system should be constructed when adjacent cities use the same radio system when there is a base station which has to be connected originally in a municipal radio system in consideration of disaster prevention radio or the like. SOLUTION: In the case of a system sharing-type communication system where a plurality of adjacent areas use the same line controller, the position registration of a mobile station crossing the border is prevented. As the means, the method of comparing a sub system for controlling the mobile station discriminated by a system code transmitted by the mobile station with a sub system in which the base station which has received position registration request signals is present and giving a permission when the sub systems are identical is adopted.
