PROBLEM TO BE SOLVED: To provide a counter electrode substrate for a dye-sensitized solar cell which is excellent in conductivity and light transmission and has high power generation efficiency and can produce a dye-sensitized solar cell element having a high design nature.

SOLUTION: The counter electrode substrate for a dye-sensitized solar cell includes a counter base material, a counter electrode layer formed on the counter base material and made of a conductive material, needle-like transparent conductive particles having needle-like shapes and having light-transmission and conductivity, and a catalyst layer including a material showing catalytic power to a redox pair and formed on the counter electrode layer.
