PURPOSE: A seamless FMC(Fixed Mobile Convergence) service providing method for guaranteeing the seamless portability is provided to guarantee the security and confidentiality of the inside of a mobile network data communication. CONSTITUTION: In case a user terminal is a handover user terminal, an FMC supporting device updates the pre-stored IP address of the user terminal to the IP address allocated in the second network(S510). The FMC support device establishes the user terminal and a second VPN(Virtual Private Network) tunnel(S511). The FMC support device and the user terminal generate data which transmits by using the second encryption key.
