PURPOSE: A device and a method for loading and unloading a mobile harbor for continuous marine transport are provided to improve loading and unloading efficiency by minimizing time required for loading and unloading freights. CONSTITUTION: A device for loading and unloading a mobile harbor for continuous marine transport comprises multiple floating bodies(120) and transfer units(130). The floating bodies are composed of a rubber material and are formed in a tube shape. The floating bodies are connected each other in order to consecutively load and unload freights between a mobile harbor and the ground. The transfer units are installed in the floating bodies in order to transfer the freights along the floating bodies.
