<P>PROBLEM TO BE SOLVED: To achieve superior reliability while suppressing an effect on advertisement stock, in a questionnaire on a Web. <P>SOLUTION: In a questionnaire distribution device, an extraction means 20 randomly extracts cookie information that is a target of the questionnaire from cookie information stored in a cookie storage means 15. A decision means 30 decides, about access to a specific page, whether the cookie information acquired by a cookie processing means 10 about a terminal T of an access source fits any piece of target cookie information stored in a target storage means 25.
