PROBLEM TO BE SOLVED: To provide an electrolytic solution for an electrolytic capacitor that strikes a balance between a high conductance and a high spark voltage, and to provide the electrolytic capacitor using the same. SOLUTION: The electrolytic solution for the electrolytic capacitor is used which includes an electrolyte (A), an organic solvent (B), and a cation polymerizing monomer (C). Preferably, a monomer which has carbon-carbon double coupling, and has an electron repelling radical in a side chain is used as (C), and more specifically, at least one kind selected from a group consisting of vinyl ether compounds and vinyl benzene compounds is used.
