The device comprises rollers (6a, 6b), an engine for rotating the rollers, a clutch/declutch system (16) to operate on rollers to bring closer or move aside each other, an actuator to repeatedly operate the clutch/declutch system, and a control unit. The control unit is operated at a frequency of 10-1000 Hz. The actuator includes piezoelectric elements (10a) and an armature mechanically connected by the clutch/declutch system, and the control unit of actuator comprises an electric circuit to cause distortion of piezoelectric element. Independent claims are included for: (1) an arc welding device; (2) a process of unwinding a welding wire; and (3) an arc welding process.
