Provided is a de-inking apparatus for separating the printing components from a waste paper starting liquid (37) by generating air bubbles (48) in the waste paper starting liquid (37) inside a treatment tank (46). An opening (50) is formed in the top of the treatment tank (46) and a movable body (65) is provided in the treatment tank (46). The movable body (65) is displaced by the upward-pushing force of the air bubbles (48) which float to the liquid surface of the waste paper starting liquid (37) inside the treatment tank (46) and flow outside of the treatment tank (46) from the opening (50).
