PURPOSE: A top plate elevating device of a form coupling and decoupling device is provided to minimize noise by minimizing a collision of metals and to reduce time required for installing and separating a form. CONSTITUTION: A top plate elevating device of a form coupling and decoupling device comprises an upper desk, a connection part, a connection body, a connection body male screw part, and a long bolt fixing bolt. The upper desk is installed in a space between a desk beam(100) and the other desk beam and descends a support or a top plate. The connection part is installed at the inner bottom center of the upper desk. The connection body is installed in the bottom of the connection part. The screw part is installed in the bottom of the connection body and is inserted into the top groove of a supporter. The long bolt fixing bolt is installed at the inner bottom of the upper desk. A long bolt is inserted into the long bolt fixing bolt.
